THE CALIFORNIA LEGISLATIVE BLACK CAUCUS
WHO ARE THE CLBC?
The California Legislative Black Caucus (CLBC) plays a crucial role in taking the top recommendations from the California Reparations Task Force, prioritizing them, and transforming them into viable policies. The Caucus then develops an internal strategy to navigate the bills through multiple stages: from committee approvals to floor votes in both houses, through budget scrutiny, leadership negotiations, and finally to the governor for signature. The Caucus works closely with relevant departments to understand how each bill would be implemented and its capacity to achieve the intended impact.

California continues to lead in tackling historical injustices
The CLBC introduced the first package in a multi-year series of comprehensive bills aimed at addressing historical injustices and systemic racism, including unmet financial commitments made to Black Americans.
The California Legislative Process
The role of the California Legislature, particularly through the California Legislative Black Caucus (CLBC), is to take those recommendations and translate them into actionable policies.
The Legislature's responsibility is to develop and pass legislation that implements the task force's findings, ensuring that the proposed Reparations are comprehensive and impactful for Black Californians.
